QBWC Error 1039

Error QBWC1039: there clearly was an issue adding the application form. Check out the QBWCLog.txt for details.
followed closely by:
Error Unique Owner ID/File ID required.
This error might be caused either of 2 things:

The business file has been moved from the original location.
The third-party application or Warehouse Manager was incorrectly taken off the QuickBooks Web Connector. If you are “Unable to access QuickBooks Company Data File” then click on link for better support.
To be able to fix this issue, follow these steps to remove and then re-install the internet connector:

Reinstall the .QWC file to Web Connector
Take a duplicate from company apply for safety.
Download the QBWC CP3Tool. (Note: This download requires web browser 10, Chrome, or Firefox browsers.)
Double-click the QBWC_CP3Tool_Installer.exe file to put in the tool.
Following the installation is complete, select Launch the QBWC CP3Tool.
Minimize the tool once it really is launched.
When you yourself haven't done this already, download the .QWC file for your application from Super Dispatch. If you're unsure how to get the .QWC file for another application, contact Quickbooks Web Connector Support to learn more.
Open QuickBooks Desktop and choose the company file you will be having problems with.
Make a backup copy with this company file. (The tool asks one to do that, so it is much easier to do so first.)
Bring the QBWC CP3Tool back up on the screen by clicking it when you look at the Taskbar.
Click Select File and locate the .QWC file.
Click Remove Stamp.
As soon as the Application Certificate appears, select the third option: "Yes, whenever this QuickBooks company file is open," and then click Continue.
Into the Application Access Request window click Yes.
Regarding the access confirmation message, click Done.
Click OK in the message asking you to make a backup, as you already did this in step 7.
The QBWC CP3Tool displays a confirmation message in the event that owner ID was successfully removed.
Close the QBWC CP3Tool.
You can now integrate QuickBooks desktop with Super Dispatch. Prior to starting integration QuickBooks desktop with Super Dispatch you need to disconnect QuickBooks desktop from Super Dispatch.
